Cebu City Mayor Tommy Osmeña defines COOKING WITH CHARACTER as placing a distinct mark in a dish that distinguishes it as your own. It could be the perfection of a preparation of a dish, introduction of a new cooking technique, combination of several cooking methods or a new ingredient in a standard dish. My own version of humba is cooked with dried octopus tentacles and a few grains of tabliya in it.
